I am very sorry to hear about Cookie. While it isn't possible for us to diagnose based on a photo I am concerned this could potentially be a perforation of the cornea due to a deep ulcer (basically a hole in the surface of the eye and you are seeing the vitreous inside the eye coming out). This would be considered an emergency and I would recommend travel to an emergency vet if at all possible. If one is not available, then keep her as quiet as possible until your vet opens and if you have an e-collar put it on her so she cannot rub or scratch at the eye and cause it to worsen.

It appears as if Cookie has developed a corneal ulcer. Ulcers can be caused by trauma or infection. Any eye injury should be considered a veterinary and addressed as soon as possible to prevent permanent damage, loss of the eye or unnecessary pain. Ideally, she should be evaluated by a veterinarian opthalmologist for diagnosis and treatment. If one is unavailable, your veterinarian will be able to treat it or can provide a referral. Place an e-collar (cone) on her to prevent rubbing or pawing. If you have a veterinary ER close, take her there tonight. If not, have her seen by your veterinarian first thing in the morning.
