My dog has been treated for a skin condition, but the vets cannot find the cause. She has had skin scrapes and blood tests but nothing! Her skin is very scaley and at times has red rash over it. As the scales peel off, her fur falls out. She is bald on her legs, around her side's and her face. Her chest is now beginning to scale over. She had thyroid tablets which caused her fur to fall out worse. She has had worm and flea treatments. She is on antibiotics and steroids to try and help. She's 14.

I am afraid I don't have any more ideas for you. You may want to talk to your vet about referral to a veterinary dermatologist. Many skin issues can be very difficult to diagnose and find the appropriate treatment. Another diagnostic that you have not yet mentioned would be skin biopsies and evaluation for histopathology. There could be an abnormality in the layers underneath the surface that could be causing the issues. There is also a possibility of allergies causing the issues. You may talk to your vet about allergy testing or trying a hypoallergenic dog food.
