Aggression in kitties is not a simple matter unfortunately and can be caused by one of several different factors. The most common things to cause this include fear, stress, resource guarding, anxiety, or in some cases, being a feral cat. You will have to examine all aspects of Penny's life to consider which of these, if any, would be the most likely cause. Once identified, you can begin thinking about training and environmental changes that might create a better situation for her and for anyone that is exposed to her. In the meantime, some tools you might want to try that can help with most any cats include the Feliway diffuser and the addition of some toys and environmental stimuli. Hope this helps.
