I noticed a few weeks ago a light rash on my miniature Italian Greyhounds neck underneath his collar I've checked it once a week every week and it seemed fine I thought it would go away when I checked it this morning it seems to be a little more Brown and crusty he does not have fleas and does not have mange I know this for sure because I've experienced both with another dog

I am sorry to hear about your dog. It is possible moisture is getting trapped on the skin by the presence of the collar or something in the collar is irritating to his skin. I would recommend letting him go collar free when safe inside your home to let the area air out. You can try cleaning with a mild soap or dog shampoo and applying a hydrocortisone spray to the area. If it isn't improving then a vet visit is needed. I would also either wash the collar or purchase a new one. If he must have something on at all times you could try a harness instead of a collar to give the area under the neck a rest.
