Why does my dog bark wildly and act crazy around other dogs?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Female | spayed | 9 months and 18 days old | 38 lbs

So I wanted to know what can I do when she's distracted by other dogs and won't take a treat and listen to me.I try calling her name,do noises,get far away from the other dogs but still she just barks at them and goes insanely crazy. She whines and barks. I don't think it's aggression but what can I do and why does she go crazy around other dogs?

Young dogs such as Darby get excited about lots of things including other dogs. Be patient, you are doing the right thing offering her a treat to distract her. Try a tastier treat such as a piece of hot dog. Also she's at the age when obedience training in a group setting would help her get used to listening to you when there are other dogs and distractions around. This behavior is annoying but probably not aggression. Make sure you have good control when walking and remember she is young and with training and as she grows up this should improve.
