Why does my kitten have a red swelling on his anus? Is it prolapse?

Pet's info: Cat | Domestic Shorthair | Male | 2 months and 10 days old | 2.5 lbs

I just got this kitten, hes about 2.5months old. He eats canned wet food. He poops once a day and I saw online a categorization, it looks like number 2. He also pees normally. I noticed he doesnt deink much water. I noticed a red protuberance on his anus and I am worried it can be rectal prolapse. Can you advise if it is and if so how urgent it needs to be treated? Unfortunately the pic is a bit out of focus, but the anus seems pretty normal anyway, just slightly inflamed but not prolapsed at all. As these inflammation episodes could be related to diet I would recommend to start feeding with a bland diet based on boiled chicken and rice in small portion every 6 hours for the following 48hours. Then gradually reintroduce the normal diet over 5 days.
