How to help an old stray dog with ticks that won't let me treat?

Hello doc I have a stary dog in my building he must be from 11/12 years old his body is covered with red ticks which have grown into big ones n are breeding on his body in a large number . I've tried diatomaceous earth powder on his fur n some ticks have come out but he still needs alot of care but he doesn't lets us give him a wash or even spray a tiny amt of water also ive tried giving him Azadirachta indica powder orally in his food but in a very small quantity .kindly help asap.

Poor Rocky! How lovely of you to look after him. He will need the ticks removed with tweezers, and I can give you a link below to a website that details how to do it. He will also need a flea and tick medication, and I recommend taking him into a vet to get this along with a health check. If you don't want to assume financial responsibility for him, I would see if an animal charity would take him so he can get the medical care he needs.
