Poor Oscar! It sounds as if he isn't feeling well and it would be best to bring him to a vet ASAP. As refusal to eat, lethargy and depression are all very vague symptoms of illness, it would be hard to tell what exactly is making him ill without an exam. GI upset, pain, viral or bacterial illness, infections, disease and more can all cause these symptoms to appear.
