My neglected kitten's eyes are bulging. Is it an emergency?

My feral barn cat just had kittens three weeks ago, and I've discovered that she's not a very good mother. She's very wild but also young. She's currently keeping her kittens in our "cat shed" where all our cats live and eat. Anyways, she started with a litter of six which has dwindled down to three. One of these kittens seems very healthy and fat and fluffy, but the other two, while still full, seem neglected. The pic is of one before I cleaned his face, his eyes bulge out of his head very bad.

That kitten in the picture has to see a vet immediately. It looks like he could have a severe eye infection, and it's quite serious that his eyes budge out of his head. This can indicate head trauma. He really needs veterinary attention now for his best chance for survival. Please take him into an ER vet clinic; if there isn't one in your area, there will be a vet on call for emergencies. The information to reach that vet is found on a clinic's answering machine or website.
