My puppy has a lazy eye, odd pupil, and it won't dilate. Is it okay?

Hello vets! the mini Aussie blue Merle I am looking to purchase through a breeder has some weird eye characteristics. The breeder has told me a vet has signed off and said the dog is healthy, but his right eye is lazy, and the eye that is lazy has an odd shaped pupil that does not dialate when exposed to the flash on my phone. The other eye responded normally and quickly shrank when exposed to the light. Is this puppy okay?

The eye does not look right. you cannot trust what a breeder tells you unfortunately as they will say anything to sell a puppy, especially one that has a medical issue. i strongly recommend that you take him yourself to a vet if you want a definitive answer, this is not something that can be checked over the internet, the eye needs to be examined physically by a vet in order to access the condition.
