My dog's chin and lip are swollen. Could it be an allergic reaction?

Hello the chin of my dog it's like all swollen up and it feels like a bag of water and this morning his lip got swollen and like falling down , idk if something bite him

It does appear that he may be having a possible allergic reaction or hypersensitivity. Monitor to make sure the swelling doesn't increase and that he has no trouble breathing or swallowing. If it doesn't get worse it is likely self limiting and should resolve over a day or two. If it worsens definitely contact your veterinarian.
