he eats hydrolyzed protein RC food. Ever once and awhile i'll notice his pee being a little darker and the smell is stronger. we just moved into a new place and he has been drinking less water and peeing less because of it. when he doesn't drink much i'll notice it being a little dark and the smell strong. sometimes he doesn't want to go potty because hes not used to this place but now hes starting to pee more willingly. otherwise acting perfectly fine, given the new surroundings. whats going on

The urine can get darker if Spock is a bit dehydrated or the urine is concentrated from not drinking as much. If he doesn't want to drink a whole lot of water you can mix some into his kibble by moistening it with water to encourage increased intake. You can also check for dehydration by lightly pinching and tending the skin over his shoulders. If it is slow to return to normal or "sticky" in its return, that can indicate dehydration. If Spock is dehydrated or the dark urine continues, having the urine tested and having him examined by your vet is best to rule out any issues.
