Betta fish: Is 76°F warm enough? How often should I clean the tank?

So I transferred my betta from a bowl to a 3 gallon tank with a heater. The water seems to be stable at 76 degrees, and wont heat anymore, is this warm enough for him? I was gonna use a siphon to clean the gravel and change 20% of the water once a week. Would that be healthy for him?

That sounds perfect! Bettas, like many other tropical fish, have an ideal temperature range of 76-82 degrees. 20% water change every week is ideal as well.
