My new puppy sleeps a lot. Is this normal? When can he go for walks?

I recently bought a puppy, he's always very sleepy but he does play for a few, Is it normal for him to sleep that much, and when I can I take him out for a walk since he doesn't like to stay up and he's always laying down. Pet's info: Dog | Shih Tzu | Male | neutered | 3 months and 8 days old

That could be completely normal and I would not be worried at all. Puppies may spend most of the day sleeping and alternate that phase to a another one of crazy activity.
