My newly adopted, neutered cat won't use the litter box. Is it normal?

Pet's info: Cat | Mixed Breed | Male | neutered | 9 lbs

We just adopted DeCaprio about a day ago. When we got to the shelter, he was just neutered and was still loopy from drugs. He has been staying in my room (we have another cat) and he won't use the litter box. In fact, he's laying in it! I'm not sure if it's something normal or serious.

Congrats on your new cat! He's certainly had a lot of stress with being neutered and then moving into a new home, but it isn't normal that he won't use the litter box at all. I would check around your room to see if he has gone to the bathroom elsewhere, but if he hasn't, then I would have DeCaprio seen by a vet.
