My dog is lethargic, eyes heavy, and third eyelid showing. What should I do?

Pet's info: Dog | Chihuahua | Male | unneutered | 5 years and 6 months old | 5 lbs

My dog got really lathargic earlier this evening. His eyes seem very heavy, and it seems almost hard for him to open his eyes.. His second lid inside seems to be covering some of his eye when he does open them to a squint. I'm really worried, as he's never been like this before.

If he is really lethargic than he should be examined by a vet to determine the cause. He could have an infection, inflammation, endocrine disease, liver/kidney disease, etc. and your vet can run lab-work, if needed, to help determine the cause. He may just need an antibiotic and some fluids to help treat his problem.
