His swelling eyes could be caused by an eye infection, trauma the eye, or allergies. The swelling of his penis could be an erection, but it could also be due to an allergic reaction or an injury. The eye is such a delicate and important structure that any problem with it should be considered an emergency. That's because leaving it untreated can lead to vision loss. I would take your dog into an ER vet or find a vet on call to see him now. The vet can examined both his eyes and his penis, and can diagnose and treat the cause of the swelling.

If your dog is experiencing significant swelling around the eyes and any other body parts, he could be experiencing an allergic reaction. This should be addressed by an ER vet ASAP, as severe allergic reactions can cause swelling in and around the airways, which is life-threatening.

Yes, it could be contact allergy of some sort or it could be an infection. I cannot tell much about what is going on with the eye from the photo. The tip of the prepuce, though, looks pretty red and the bloody discharge you found is most likely coming from the prepuce/penis. That is worrisome. I suggest you get him (or make him) a cone collar to prevent him from licking the prepuce and from scratching at the eye and then have your vet check him out tomorrow. You can buy a cone collar at any Petco or large pet store. There are many YouTube videos online about how to make a home made one as well.
