It could really be anything without knowing a bit more information. Lumps, especially ones that change over a period of time or seem very irritating are concerning. It could be something as simple as an insect bite or wound if it just appeared. If it has been there a while it could be a cyst or even cancer. Lumps that have been there for a while or are especially bothersome should be checked out by a vet. They can aspirate it with a needle and check the cells inside to find out a cause and possible treatment

This may just be a benign wart but I would advise you to get it removed or tested as if it is annoying her then it may be a tumour known as a mast cell. They are very itchy and cause the dog to irritate them. Thankfully most skin tumours can be cured with surgical removal.

Ouch, poor Francesca! This lump could be due to a variety of causes, including a benign or malignant mass, cyst, or granuloma from foreign material. The only way to differentiate between these causes is to take Francesca to her vet for a physical exam and fine needle aspirate, which will involve drawing a few cells from this lump using a needle so that the cells can be examined microscopically. From there, her vet will be able to advise you as to whether surgery, home monitoring, or medications are indicated. Since Francesca has been licking at this lump, there is a chance that it could become infected and more irritated. Until you can get to the vet, I recommend putting an e-collar (cone) on her to prevent further irritation. I hope that all goes well!
