My Min Pin coughs and struggles to breathe. Is it collapsing trachea?

Hi, My dog Dino, a Min Pin, is having a cough. When he starts coughing he jumps up and it's like he can't breathe until he releases the phlegm that is making him cough. He does this throughout the day, in his waking hours. I've noticed that he coughs when I handle him around his rib cage, which I try not to do. We've consulted with vets in the past but they couldn't find anything. I also have video to demonstrate this daily coughing fit. It's been going on for sometime now.

This sounds like Dino may have a collapsing trachea. It is very common in small breed dogs. I suggest you take Dino back to the vet, show them the video and talk about the possibility of a collapsing trachea. https://vcahospitals.com/know-your-pet/tracheal-collapse-in-dogs
