I am getting my 7 year old papillon spayed and a teeth cleaning. She has had problems with a collapsible trachea and i am worried about her wearing a cone after her surgery.

That should not have any impact on Jezebelle. Head cone do not cause any significant pressure on trachea. You can always use a baby t-shirt or special post-surgery suit or onesie instead of head cone. You should be able to get them from your vets, pet shops or Online. Please, get one before Jezebelle gets spayed !
