My male dog's private area is swollen and he's licking it. Is it an emergency?

Hi I've just noticed my dogs swollen private area... Attached below he's been licking it am worried as my vet is emergency only not sure if this is emergency or not. Pet's info: Dog | Mixed Breed | Male | unneutered | 48 lbs

This is, unfortunately, a pretty serious problem. I would say it is an emergency and he should be seen right away. If the tissue gets too compromised it may need to be amputated. I suggest you put some vaseline or other lubricant on it right away and then get him to the vet.
