My dog keeps licking a loose paw pad piece. Can I safely trim it?

Pet's info: Dog | German Shepherd | Male | unneutered | 3 years and 6 months old | 53 lbs

Baby baby has a loose piece of paw padding at the edge of his paw padding. He keeps licking at it as if he’s trying to take it off. Is it safe if I cut it off with nail clippers for him?

If it is only the black, thick, superficial part of the pad, then it is safe to cut it off with scissors or nail clipper. That part of the pad does not have nerves or blood supply, so there should not be any pain or bleed when you do it.
