Why is my dog still itching and whining after taking Apoquel?

My dog has been whining and itching for about 4 hours straight. He's been itching already for about 2 weeks and we have given him Apoquel and a pain medication to help him for days. Last night he started to whine and was not able to sleep. He has had a loose tooth for about a month and we are thinking it could be that but there is no way we would know! Pet's info: Dog | Chihuahua (Long Coat) | Male | unneutered | 3 years and 9 months old | 4 lbs

Poor Diesel. It sounds like something has made him very uncomfortable. If he is still itching excessively, it may be time to try a medicated shampoo or even oral antibiotics. Oral antibiotics may also help if he has a dental infection as well.
