My hamster runs away when I try to pet her. How can I tame her?

I am trying to tame my hamster so I hand feed her and try to pet her while she eats her treat. But when she feels my touch, she drops the food and runs away. I feed her vegetables and fruits as treats. I am not able to pet her because she is scared. She now ignores the treats and is always trying to climb out of the boundary of her play area.
