Why is my German Shepherd scratching, shedding, and has flaky skin?

Hello! My fem 8yr German shepherd is groomed daily. She was initially shedding her white fluffy winter coat, but now she's started to shed the short dark hairs. Her skin is flaky & she's got a bad case of doggy dandruff. She is scratching & biting herself and knocking off more hair. We think she might have a skin infection & my dad wants to shave her, but I read that you shouldn't shave double coat dogs. Is there any way you would be able to tell what it is or the best way to treat her?

I would not recommend shaving her as it will not resolve the underlying skin problem and may not regrow. I would start with a good quality oral parasite prevention such as bravecto, an omega fatty acid supplement and a medicated shampoo such as malaseb to address yeast overgrowth and surface infections. If not improving over 10-14days a full vet check will be required
