Why is my dog's black, thick skin making him lick and snap?

My maltipoo's skin is turning black and thickening, he is licking areas that have the issue greatly, like his thigh. When i try to touch the area, he gets aggressive and snaps at me. Pet's info: Dog | Maltipoo | Male | unneutered | 1 year and 6 months old | 11 lbs
