My dog won't stop scratching and licking. Is it allergies or injury?

Pet's info: Dog | Shih Tzu | Male | 1 year old

My dog name pluto bleeds on above forehead this morning. We exactly don’t know, Is it because of scractching or any injury? and it keeps scratching nd licking his legs continuously . Could you suggest me any ointment? Do we need to consult a vet? Why it keep scratching continuously?

It is possibly an allergic reaction. Most likely the skin injuries he has got are self-inflicted from scratching and biting. If the scratching and licking is continuous, you should take Pluto to your local vets to get anti-allergic medication by injection. Skin ointments or creams are not effective in dogs that are having a bad allergic reaction, like Pluto.
