My new cat's paw pad is bleeding, how do I stop him from licking?

Pet's info: Cat | American Longhair | Male | neutered | 5 lbs

We noticed that our cats carpal pads are bleeding. I checked for a foreign object but I don't see anything. He's not even flinching or slowing down. We're just cleaning the area when he reopens it with warm water and antibacterial soap. Is there anything else you would recommend doing at this time. I tried putting a sock on him and he quickly removed it. He occasionally licks the area. We just adopted him and I want to make sure we're taking the best care of him we can. Thank You

I think you should get an e-collar for Walter to stop him from licking since that will delay healing and can spread infection. Use a thin layer of Neosporin. If it isn't looking better in a day or two, then he probably needs to see the vet.
