My dog has a lump on its belly. Is it a skin tag, wart, or serious?

Hello there I have found what appears to be a large skin tag on the belly of my dog but I am worried it is something more serious, any advice would be appreciated.

That looks more like a wart or other type of skin lesion. Pets can get many types of lumps and bumps. Most of these tumors will be benign but some will be malignant and you can't tell by looks. Here is a helpful link discussing the various types of skin masses in general: https://www.petcoach.co/article/lumps-and-bumps-on-your-pet/ As long as the mass is not changing, I recommend to have it checked out after the concern for COVID-19 is over to be safe. The doctor may recommend to aspirate the mass to examine the cells under a microscope. That is one of the best ways to know what it is and if further action is needed. I hope this helps.
