What are those skin tag-like bumps on my dog's mouth? Are they normal?

They aren't skin tags, they are a normal part of the lip anatomy in dogs. There is debate as to the function of the serrations ranging from aiding in drinking or gripping items to playing a role in teeth cleaning.
