My dog has worms, but dewormer isn't working. Could they be tapeworms?

My foster has worms that have not improved with treatment. He was given heart worm medicine over a week ago and Pyrantel 2 days ago. His poop has not been formally tested by the shelter he is from. He has vomited twice in the last 3-4 days. Do these look like round worms as the shelter thinks, or is it possible he has something else? Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | unneutered | 2 years and 2 months old | 45 lbs
