My old dog's testicles just dropped. Why are they red and painful?

I have a 10 year old Chihuahua who's testicles just dropped. he has not been nutered. It seemed to be causing him much discomfort and pain yesterday, seemingly less today. The skin around the sack appears to be a bit red. I was wondering what could this be and if I need to take him to an emergency facility or if this is something that will keep getting better as it has seemed to be currently?

Your dog's testicles should have descended when he was a much younger dog. The fact that you're just noticing this now makes me very worried that something is wrong. He could have a torsion, mass, or infection. I would have him seen by a veterinarian as soon as possible. He may need to be neutered to resolve this issue.
