My dog's paw was bitten through a fence. Does he need stitches?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 3 years and 3 months old | 12.4 lbs

Does our dog need stitches? Yesterday I let my dog outside in our backyard, and he put his paw on the fence to bark at the neighbor dogs and our neighbors German Shepherd pulled him through the fence by his paw! We don't have any money to take him to the vet at this time that's why I wanted to ask a question online. He is walking on it now and has been jumping up and down we also did clean it the neighbor had a doggy first aid kit.

Stitches are rarely placed in bite wounds for future reference. I don't think these would need stitches anyway. The foot does look swollen - I suggest you soak it in warm epsom salt water for 5 minutes 2-3 times per day. If after 3-4 days it is looking worse and/or he is not walking on it then he needs to see a vet.
