My cat has discharge, or crusty stuff around her vagina

This could be associated with some types of autoimmune disease, vaginal infection, urinary tract infection, parasites, among a few other things. I would recommend having Zelda examined by a vet to determine what could be going on.

Good question. Some possibilities are a skin infection around the area, a vaginal infection, and urinary tract infection, hormonal changes, and many more. It isn't normal to have a crust there though, so I would get her seen. I also recommend getting her spayed. Good luck.
