Is this dry, crusty smegma on my male dog's penis? What to do?

Pet's info: Dog | Mixed Breed Large (61lb +) | Male | unneutered | 8 months and 19 days old | 63 lbs

I had a question about my male dogs penis. He is 8 months old and is not neutered. I thought this could be smegma but it's dry and crusty? Do I wipe it off, cut it off or let it be? It seems to not be bothering him but this issue concerned me.

Definitely don't cut it! It could be smegma mixed with dirt. Try soaking him in some warm water and wiping gently with a washcloth. If it doesn't come off, take a new picture and make a post so we can see what it looks like after the soaking.
