Is this dry, crusty smegma on my male dog's penis? What to do?

I had a question about my male dogs penis. He is 8 months old and is not neutered. I thought this could be smegma but it's dry and crusty? Do I wipe it off, cut it off or let it be? It seems to not be bothering him but this issue concerned me. Pet's info: Dog | Mixed Breed Large (61lb +) | Male | unneutered | 8 months and 19 days old | 63 lbs

Definitely don't cut it! It could be smegma mixed with dirt. Try soaking him in some warm water and wiping gently with a washcloth. If it doesn't come off, take a new picture and make a post so we can see what it looks like after the soaking.
