Puppy scratching ears/eyes, bleeding, hair loss. Vet didn't help.

Pet's info: Dog | Yorkipoo | Male | unneutered | 9 months and 3 days old | 5 lbs

My dog is less than 1 year old , hes a yorkie poodle. He wont stop scratching his ears and eyes to the point where he is bleeding and losing hair around his eyes. We tried everything i i can think of. We tried allergy medication, we changed his food to puppy chow and pedigree. We also took him to the vet, they checked for mites and he didnt have any. They gave him a shot but that was about it and we took him to a different vet this year and they did the same thing but this time it didnt work

It sounds like mites to me. If they didn't see mites on the test that does not mean there aren't any there. There is one type of mange (demodectic) that lives deep in the hair follicles and is often missed on testing. He should be treated as if they are mites anyway.
