My cat is limping and won't let me touch his paw. Is it his claw?

So today i noticed my cat walking around not using his back left paw and when he layed down i got a good look at it. I think it has to do something with his claw because when i tried to touch it he didn’t let me. and i don’t know if the vet is opened because of this corona outbreak. please send help :(

It looks like Oliver has been licking the area, so it is bothering him. He's also in pain if he's limping. I do know there are vets open despite this outbreak, so give your vet a call to get him seen.
