Why is my 6-year-old German Shepherd scratching with belly bumps?

Pet's info: Dog | German Shepherd | Male | neutered | 6 years and 1 month old | 104 lbs

My 6 year old German Shepherd dog has been scratching himself non-stop for the last 1.5 weeks. He has these small bumps on his belly where he keeps scratching & I’m just wondering what it is and how I can treat him.

This bump is a little unusual although it's always difficult to tell in a picture - it could be a comedone but it does not look raised. If there are multiple bumps you should probably have your vet take a look in person. The scratching could be related to allergies or fleas or other external parasites, and it's possible that these spots are related.
