My male cat has urinary issues. Is gender change surgery needed?

Pet's info: Cat | Punjabi | Male | neutered | 1 year old | 11 lbs

My cat has an uti. I took him friday to the vet. They put him cathether to pee he got better and he is going back and forth i have medication for him that i give. He suggested me to do a gender change surgery. What can i do

This is only done in very severe cases that do not resolve or in cases that tend to reoccur too often, is this the first time it happened? if so you should first explore traditional treatment, and by the way in cats UTI is actually not very common, urinary blockage is usually caused by a condition called FLUTD which is related to stress and causes bladder inflammation.
