Why is my shih-tzu real red around the penis?

The photos are pretty blurry/pixelated so it's difficult to tell. Maximus Oakley could have a mild skin infection, or be developing allergies. I recommend having your vet take a look to determine what's going on. If he's developing an infection your vet can determine if he's likely to improve with something topical (such as a medicated shampoo) or needs a course of oral medication. If they suspect he's developing allergies, they can discuss the various intervention options, such as a monthly injection (Cytopoint) or daily pill (Apoquel).

Red, irritated skin can occur due to many causes including chewing at the area due to pain, fleas, a skin infection or allergies. If your dog has any signs of a urinary tract infection including increased frequency of urination, accidents in the house or blood on the urine he should be seen by your veterinarian. If not, be sure you are using a high quality flea preventative and keep him from chewing at the area. If the redness and irritation do not resolve within a few days or if it gets worse I would recommend that you have him seen by your veterinarian.
