Why won't my cat's eye ulcer heal after 3 years of treatment?

Hello, Can you please tell me what causes a cat to have an area below the eye in the inner corner that will not heal? He has had it 3 years. His vet said it is an ulcer. He gave him an antibiotic eye ointment along with Convenia. It did not clear it up. Any thoughts? Thank you.

In this case a picture of the area would be essential to determine the underlying cause. Persistent corneal ulcers due to infections, corneal sequestrum and corneal scars and many others are all possible. Please repost your question and attach a pic to it.
