My senior dog has chronic congestion. What's the real cause?

Pet's info: Dog | Yorkshire Terrier | Female | spayed | 7 lbs

Hi I have a 13 year old yorkie with chronic congestion. She has had allergex with minimal success and antibiotics with minimal success. The nose liquid is clear except once she had some blood out of her nose but passing that seemed to help her for a little while. It seems to be much worse at night. She’s been to the vet 5 times with this with no successful diagnosis. I even had her teeth cleaned by the vet but that hasn’t helped.

I would be very worried that she has a nasal polyp or a tumor in the nasal passage. If x-rays of her skull have not been done that would be the next step. Nasal congestion is not really a "thing" in dogs without there being an underlying cause. https://vcahospitals.com/know-your-pet/nasal-tumors
