My dog has concerning hair-filled spots on his elbows. What are they?

Pet's info: Dog | German Shorthaired Pointer | Male | neutered | 80 lbs

On my dogs elbows there are spots where a ton of hairs are coming out of one opening. It’s really concerning because I started to clean it by removing all of the clumps of skin surrounding it and it seemed to feel good to him. It is really disturbing to look and and I just want to make sure it won’t spread or bother him.

I would take Cooper to the vet for evaluation. I am not sure what is going on from your description, and the picture is a little dark and blurry. Sometimes dogs will get calluses on their elbows and there are little raised areas. It shouldn't be painful or red.
