My senior cat lost his voice & now has an almost rattle-like purr. Is he ok?

There are a few medical reasons for a change in voice in a cat, including upper respiratory infection, hyperthyroidism, nasopharyngeal polyps, and other oral concerns. I would recommend having Rosco examined by a vet to see if this could be the case.

Any continued abnormal symptoms (longer than 24 hours) warrants a vet exam. I cannot tell you what is wrong with him just by your description as those symptoms are very vague but at his age, the change could be related to a thyroid issue. I think a vet exam is needed with some blood testing.
