Why does my female dog squirm during mating? Is clear liquid normal?

Pet's info: Dog | Pembroke Welsh Corgi | Male | neutered | 1 year and 3 months old | 28 lbs

Sorry, I had to log out and log back into the app because it wasn’t letting me read responses. So my female is officially ready to mate and my male has been trying for days and today he got kind of lucky. However, when he tried to penetrate her, she starts squirming and I’m worried she’s going to hurt him and her. Any advice? Also, when they tried to mate the first time, there was clear liquid all over the floor..?

If she will allow, you can hold her until he has mounted. The only concern for injury is if she starts moving or pulling away during the tie. The clear liquid was likely the first stage of his ejaculate. Don't worry, there is little to no sperm in this portion.
