Why is my 8-month-old puppy's head wobbling? Is it a seizure?

I have a video that’s better but she is literally just sitting here and her head is wobbling back and forth almost like a really slow shaking or rocking almost. She’s done it before and it goes away but it’s been a few months since she did it last and now it’s back. She’s only 8 months old. Pet's info: Dog | Shih Tzu | Female | unspayed | 10 months and 5 days old | 13 lbs
