Pet's info: Dog | Chow Chow | Male | unneutered | 5 months and 4 days old | 24 lbs
Duke is 5 months, chows get hot easily. He loves sitting outside in the cold. I went out yesterday for 4 hrs & came home & he was asleep outside in the rain! He was soaked. He has access/out of the house-Dried him with a towel. 24 hours later & he is acting off. He's panting heavily, lethargic, tail is droopy usually curls, whimpered twice, gagged no didn't vomit, can't seem to get comfortable/can't sit still . His paws & groin are hot but not ears (googled temp at home) Could he have pneumonia?

Yes, he could have pneumonia. It is best to have him to a vet for an exam because if that is the case, he will need antibiotics (at the minimum) to recover. Remember, puppies have an under-developed immune system (just like human babies) so they are more susceptible to infections. Please take him to a vet as soon as possible.
