My Pekingese is losing hair and scratching. Is shaving her coat safe?

Pet's info: Dog | Pekingese | Female | unspayed | 3 years and 4 months old | 5.6 lbs

My pekingese losing alot of hair also scratting the state vet gave her some steroids but stop again now he said i must shave all of her hair off will that help or make it worse

Without knowing the cause behind the scratching, it would be hard to say. If there is a lot of matting causing irritation, a shave can help reduce the irritation and help with grooming or applying shampoos or other treatment applications. It would be best to clarify with your veterinarian seeing Meisie as they would know her medical history best.
