Why does my dog keep hacking like something's stuck in her throat?

For about 6 months now my dog has a persistent "something stuck in her throat" hack sometimes when she drinks water. Is running or just sitting still. She is a small chiuaua breed and is up to date on all shots. Pet's info: Dog | Chihuahua | Female | unspayed | 3 years and 5 months old | 4 lbs
