What is this strange growth on my dog's paw pad? Is it a wart?

It has a wart like appearance, however it is difficult to determine what it may be by just an image. Ideally, Chewy should be physically examined by your veterinarian. A fine needle aspirate can be done to collect samples for pathology. This may provide a diagnosis. Treatment options can be discussed once results are returned. If she is licking or chewing at it, place an e-collar (cone) on her until she sees the doctor.

    Hell. This does not look like the typical wart. As to if it is a dangerous tumor, only after a biopsy or excision, will that be known. Your veterinarian has taken a common conservative approach, so I would not be alarmed. If the growth does not respond to the ointment, I would recommend complete removal with histopathology to identify what the growth is. Hopefully, this will be curative.
